These Terms of Use govern your access to semanticinsight.tech, a labor market research practice operated by OptimalResume.com, Inc. ("we," "us," or "our"). By using this site or entering into a research engagement with us, you agree to these terms.
Semantic Insight is a research practice providing labor market evidence and compliance documentation to higher-education institutions, workforce boards, and state agencies. Engagements typically begin with a complimentary Pathways Analysis for the institution and may extend into paid evidence packages — including institutional workforce alignment analyses, framework-specific compliance documentation (Perkins V CLNA, WIOA ETPL, Workforce Pell, accreditation), and custom evidence work scoped to a specific institutional question.
Pathways Analyses are provided at no charge to qualifying higher-education institutions. There is no fee, no signup obligation, and no future commitment attached to receiving one. Generation requires a publicly available IPEDS Unit ID and metro for the institution.
Paid evidence packages are handled as professional services engagements, scoped and quoted individually based on the institution's program count, regulatory framework(s) involved, turnaround requirements, and scope of work. Each engagement is documented in a written engagement letter or statement of work executed before any work begins. Pricing is not published publicly and is communicated only after a scoping conversation.
Invoices for paid engagements are issued on terms specified in the engagement letter, typically net-30. Payment is processed through Stripe, Inc. We do not collect, store, or have access to your payment card information — Stripe handles all payment processing in accordance with their own privacy and security policies. For institutions requiring alternative billing arrangements (purchase orders, ACH, etc.), please raise this during the scoping conversation.
Existing account holders may sign in at our login page to access historical materials. New self-serve accounts are not currently being provisioned; new partnerships begin through a scoping conversation initiated via the Contact form.
Reports, analyses, and Pathways Analyses we produce are based on federal labor market data (BLS, O*NET, OEWS, NCES) combined with semantic analysis of regional job postings. While we strive for accuracy and traceability, all outputs should be reviewed by qualified institutional personnel — provosts, IR teams, accreditation consultants — before submission to regulatory bodies. We document our methodology and citations so reviewers can verify what we produce.
Semantic Insight produces evidence and packages it against regulatory frameworks. We don't interpret it into institutional strategy. Decisions about what programs to launch, close, or restructure remain with the institution. See our Services page for the full description of the boundary.
Semantic Insight does not guarantee that evidence packages or compliance documentation will be accepted by state agencies, accreditors, or other regulatory bodies. Acceptance decisions are made by those organizations based on their specific requirements and review processes. Our role is to produce documentation that meets the framework's stated requirements with auditable sources.
The Semantic Insight analysis methods, pipeline, and underlying platform are the proprietary property of OptimalResume.com, Inc. Evidence packages and reports we produce for an institution may be used by that institution for its own internal, regulatory, and accreditation purposes, but may not be resold, redistributed, or used to train external models without our written consent.
Semantic Insight services are provided "as is" without warranties of any kind, express or implied. OptimalResume.com, Inc. is not liable for any damages arising from your use of the platform or reliance on its outputs, including regulatory decisions, institutional strategy outcomes, or billing disputes. Our total liability for any claim arising from an engagement shall not exceed the fees paid for that engagement in the 12 months preceding the claim.

semanticinsight.tech is currently available only to users in the United States. Access from outside the U.S. is restricted at the network level.
These terms are governed by the laws of the State of North Carolina, without regard to conflict of law provisions. Any disputes arising from these terms or your use of the platform shall be resolved in the courts of Caldwell County, North Carolina.
We may update these Terms of Use as the practice evolves. Continued use of semanticinsight.tech after changes are posted indicates acceptance of the revised terms. Material changes will be noted with an updated revision date and, where practicable, communicated directly to active engagement partners.
