Which programs are actually getting through? Every publicly identifiable Workforce Pell program approval, tracked from state submission to federal approval, every row cited to its source. There is no federal registry of approved programs; this is the record the government does not keep. Corrections welcome.

Latest: Oct 1: the Texas Higher Education Coordinating Board posted its list of federally approved programs — nine at five colleges, three of them new to the record (Central Texas College pharmacy technician, Texas Southmost College structural welding, San Jacinto College phlebotomy technician), lifting the federal count from 22 to 25. No ED announcement accompanied them, so their approval dates are unknown. Before that, ED approved four Florida programs on Sep 28, all at Eastern Florida State College — the sixth state with federal approvals, lifting the federal count from 18 to 22. ED's release names occupations (firefighters, correctional officers, emergency medical technicians, and more), not program titles, and Florida publishes a program-type inventory rather than an institution roster — so the four rows carry ED's wording until the college or the state names them. Florida is the first state to reach the federal step with no public state-stage record at all. Three days earlier, Sep 25: ED approved six North Carolina programs at Forsyth Tech (44 days from NCWorks certification); 48 NC programs at 20 other colleges remain certified and waiting.

Method. Every row enters this record from a reviewed source — a federal announcement, a state posting, or press reporting — and carries that label; press rows are upgraded to the primary document when one appears. Stage counts are never summed: state certification does not authorize federal funding. Eligibility gates recompute live against our State Eligibility Tracker; the stackability trail is verified program by program against published articulation agreements (34 CFR 690.93(b)). On either trail, a dash means not determinable or not yet traced from public data — a cross means no evidence appears in the public record, which may exist unpublished in the state's application file. Publication commitments are verified against each state's own policy documents. Sources are archived at capture; corrections are acted on quickly.
