North Carolina's lap from NCWorks certification (Aug 12) to ED approval (Sep 25) — second-fastest of four measured (Indiana 41, North Carolina 44, Texas 61, Nebraska 68). Six states have now finished; Florida's lap (Sep 28) cannot be measured because Florida never posted a state stage. The first four finishers had Republican governors; North Carolina does not, and it finished inside Texas's time. On this record the order was sequencing, not politics. Lap dates are the best public dates, not federal ones — there is no federal registry and no federal timeline data. We keep the clock.
