Ranked by state-certified programs (federal approvals shown separately — certification does not make funds usable). 54 of the 99 named programs are North Carolina's: the national field is, so far, largely an NC field with guests — that head start is itself a finding, not a footnote.

The finisher's paradox: the leaders haven't finished, and the first finishers weren't leaders. Iowa Central and Ivy Tech crossed with one program each; Metropolitan Community College then crossed with three at once on Sep 14 — while North Carolina's deepest fields are still waiting on federal action. Early on, focus beat volume; Nebraska was the first sign that volume can finish too, and Texas confirmed it on Sep 22 with six approvals across two colleges. On Sep 25 the deepest field finally crossed: ED approved all six of Forsyth Tech's programs in one announcement, North Carolina's first — while 48 programs at 20 other North Carolina colleges, certified the same day as Forsyth's, are still waiting. The paradox now runs inside one state. And on Sep 28 Florida added a new shape to it: Eastern Florida State College finished with four approvals and no visible state stage at all — Florida publishes program types, not an institution roster, so the first anyone saw of these programs was ED's release. How the field delivers — the stacking stakes
Every approved program must ensure academic credit toward a certificate or degree (34 CFR 690.93). Delivery mode decides how hard that promise is to keep — and the field has chosen the hard way.

Why it matters: most of the field delivers outside the credit system — the exact population where "does it stack toward a degree?" is hardest to answer, and where the tracker's per-program stacking trails do their work. The programs delivered for credit or with published articulation start the compliance race already ahead.
Who hasn't shown up
Absence is a verdict about the public record, never about intent — but eleven weeks in, the empty lanes are striking.
The missing racers: No traditional four-year institution has a named program in the race — the field is community and technical colleges, plus four private career schools (Pennsylvania's two, Arizona's HDS, New Jersey's AIMS) and one primarily associate-granting university (Vincennes). Pennsylvania's entire delegation is private career schools: not one PA community college has a certified program in the public record.
